i am looking to create a script that will release and reassign an ip address
in the tcp/ip control panel.

You can set up two separate locations in the location manager. Then you can write a script that will switch locations.
or
In order to program the TCP/IP control panel try Prefab Player. it's a scripting extension that lets you script apps that aren't scriptable.
