Are you sure that the FTP Server you're trying to upload to supports passive
mode transfers? Some don't.

Have you tried reverting to URL Access 2.1?

It may be helpful if you use some sort of network traffic monitor to see
what's actually happening. Interarchy includes such a feature, basically
it's OTSessionWatcher incorporated into their app.

This is how I figured out the URL Access mis-behaviors I listed. Can be very
enlightening...
