I have given up trying to figure out which versions of URL Access work
completely and which don't as Apple upgrades OS versions. It seems to
alternate.
I find that the download command seems to be more reliable than the upload
(not that that helps you!). I did notice that the Internet Control Panel for
PASV FTP had an effect on some versions of URL Access and it's ability to do
uploads. Try different settings.
I noticed this with (what was) Aladdin Transporter (now Stuffit Express) and
reported it to Aladdin in the hope that they might have more success with
getting Apple to fix URL Access than any individual.

URL Access version 2.2.1 extension, and restart, the script works perfectly.
