Well there is this repository of modular code, AppleMods, but it's nowhere near a library. The code comes uncompiled, which means that there can be code idiosyncrasies surfacing and making it impossible to compile; using more than one mod is not easy at all; and then, having the code is only first step, you have to decide where to store it, how to load it etc.
I'm just completing Ping, a vanilla tool that would like to be a universal mod downloader, compiler and server. I'm working with invisible and powerful forces who may want to disclose their names or not :)
Ping should really be the missing link between the AM site and the end user. Using it would not be more difficult than a few clicks and a couple of lines at the beginning of scripts.
In the process, several inconsistencies surfaced so that in the end we may have to lobby Greg to change the structure of AppleMods as well but until then, Ping will work with the existing AppleMods and hide most of the details.
We are also doing an extensive work on documentation, coming up with a natural, human readable and machine parsable scheme for writing docs. It should help mod writers actually write mods in a friendly way and not as last-minute chore, and mod users have consistent mod documentations to learn from.

No, we're not going to rewrite AS... just trying to use the existing- or lack of existing- commands at their best and filling huge black-hole size gaps.
