yes, because by making it an "optional" install Apple gets
around some licensing restrictions.

if you don't install BSD, then whether scripts will work is
the least of your worries. many installers and utilities
depend on the BSD subsystem. however it might be smart to
tell people in a readme that BSD is required. that's still
much simpler than telling them how to install an OSAX.
