In 10.2.4 these are never called. They are only ever called with the
"start" parameter on system startup.

I've found no way to have a script called on system shutdown, which
is very annoying. Even the traditional unix rc files are not called.
Apparantly there was a shutdown script sequence in earlier incarnations of
OS X, but in 10.2.4 there isn't. I would expect it will come back in
another release, as any unix system needs a proper shutdown sequence.
