I think you'll probably succeed with this:

<ftp://ftp.adobe.com/pub/adobe/printerdrivers/mac/all/ppdfiles/adobe.sit.hqx>

The readme tells you what to do with the PPD files.

Excellent suggestion. I followed the instructions and PDF services are now restored, even when no printer is attached. Thanks JD.
