Because for some reason, Apple left it out of the System Preferences. Microsoft kept it in IE's prefs as a holdover from the pre OS-X versions.

My "helper" for ftp was the Finder. I changed it to Fetch and then "open location" worked fine (although I don't really want the site opened in fetch). However, then I couldn't change it back to "Finder" because the application is now dimmed out. So, now I'm stuck with "Fetch".

Dimmed out in which list? I am guessing that it's the OS 9 Finder, though.

The only disadvantage with Fetch as the helper application is that scripts I've written for the file system won't work, I'll have to rewrite some of them, and it means that Fetch is now added to the list of applications required to use my scripts (and explorer is even worse, because it's essentially unscriptable).
