Thanks for the tip, I don't know why this is part of Explorer, but
not accessible from the OS.
My "helper" for ftp was the Finder. I changed it to Fetch and then
"open location" worked fine (although I don't really want the site
opened in fetch). However, then I couldn't change it back to "Finder"
because the application is now dimmed out. So, now I'm stuck with
"Fetch".
The only disadvantage with Fetch as the helper application is that
scripts I've written for the file system won't work, I'll have to
rewrite some of them, and it means that Fetch is now added to the
list of applications required to use my scripts (and explorer is even
worse, because it's essentially unscriptable).

It worked for me; it opened Internet Explorer and then went to that
web site. I changed the default ftp helper from IE to Fetch (using
IE's preferences) and ran it again; this time it opened Fetch and
displayed the site.
If I could have figured out how to change the ftp helper to the
Finder, I would have done so and tested it again.
