First, as far as applescript recording, what are the best applications in OS X for that?
BBEdit is a good example. But what I really want is shell scripting of BBEdit as established by MPW, but that's not in the cards. I'm studying emacs on Linux which may be a better bet.

Thirdly, who do I contact at Apple, failing these other two option to attempt to negotiate some type of special dispensation to get access to the unpublished API's for things like Mail, iCal, or Keynote?\
I once pointed this list to:

The point was that the author saw it fit to publish the raw codes for accessing his scripting interface. Unfortunately most responders complained that he didn't abide by the politically-correct object-oriented flavor of AppleScript, and totally missed his attention to important details that never appear in a formalized AppleScript dictionary.
Chris Nebel, I'm sure he will respond, is a nice guy with helpful attitudes.
