I think this is for two reasons. Firstly, it is hard to sell additions, and
so only people with a model for pushing a for-sale product on the back of
the osax, or people with a market willing to pay real money can do the
development.
Secondly, most of the osax were developed a decade ago when AppleScript was
slower than now. Much of what osax used to do people now do with vanilla
AppleScript
Clearly, there are some bits and bobs that really need an extension that
have been forgotten in the process. If there are specific things you need, I
suggest posting them here: maybe a developer will wrap them into an omnibus
osax like satImage.osax
Or maybe even ... Apple :-)
