It did happen (Apple released an English dialect somewhat working French
dialect, and a Japanese dialect I never played with, lacking the language).

The dialects other than English went away, and then the support for them
went away and English was internalized.

It was amusing to watch a script decompiled into something resembling
French (when written in something resembling English) and vice versa.

As I understand it, there was a chicken and egg situation: even people
comfortable in French or Japanese tended to use the English dialect because
it worked better. Apple didn't see a demand for improved (or other)
dialects since customers were working in English.

The C dialect didn't see the light of day outside Apple...I don't know how
far it got internally.

Apple Event Manager makes provision (or made provision) for multi language
error messages...nothing I know of took care of user dialog contents and so
on.
