As Randall has pointed out, it makes no difference. It is easier and
less troublesome to use perl in OS 9 or Classic, because you don't
need to deal with the vagaries of the shell.

If I write || do shell script "perl -e ' <stuff> '" || I have to be
very careful what <stuff> contains, and this is not the best way to
run perl thing in OS 10 anyway.
In System 7+ with MacPerl you can do almost everything you can do in
OS 10. I haven't fully investigated the new version (same as the OS
10 installation) but I imagine I can now do Unicode stuff with it,
and there is also a beta of MacPerl 5.8.0 which I can guarantee is a
hell of a lot easier to get working than it is to install 5.8.0 on OS
10. MacPerl is plug and play, and you can just keep it in the
background if you like and do everything with Apple Events from
Frontier or AppleScript. It's all been around for a long time.
Incidentally, Randall's is one of the brilliant O'Reilly books I mentioned.
