It doesn't sound like this is a technology issue, but an office politics question. Whatever answer you come up with, will probably not be good enough for whoever asked the question. Try to enlist the help of the people who actually do the work and managers who will will hung out to dry if work isn't completed. The IS department won't be helping, nor will their heads roll. You don't get fired for buying Dell.

Whenever I've encountered people who hide some agenda in the cloak of "ROI", I've done ROI for what it would cost for the PC also. Go to Dell.com and configure the machine you need. Configure software. Take into account workflow issues - Applescripting, ColorSync, etc. etc. if applicable. Most Windows-centric IS people I know discount the entire "training" issue. So be specific, "How do you manage fonts/color with QuarkXPress in Windows?", "How do I script XYZ?", "What is the experience of the support personal in regards to DTP?". Put them on the defensive.

Remember, part of their "savings" is doing away with you - Windows technicians aren't difficult to find - no offense, I support Windows machines also. But you have to act cool, or you'll be just another Mac stereotype to them.

For some people, a WIndows machine is "good enough".... We had one small department at a past job, that went PC, because they "didn't care which platform they used"- until they missed a deadline due to font issues. The department manager called an end to the experiment and stuck with Macs.
