Most of that stuff is buried within the Developer/Xcode Tools packages.
Join the Apple Developer Connection at <https://connect.apple.com/> (it's
free) and then download them. A good explanation is contained in the
Developer/Documentation/UserExperience/Conceptual/PreferencePanes//PreferencePanes.html
file on your machine after installing the tools.
