I think you have to turn these on system-wide by checking "Enable Assistive Devices" in the Universal Access
it is the setting for the gui scripting, not for the folder actions. at the script menu there are 4 scripts:

Attach Script to Folder.scpt, Disable Folder Actions.scpt, Enable Folder Actions.scpt and Remove Folder Actions.scpt

they do, what the name implies. at Panther we have a shiny new Configure Folder Actions.app for this, but the above scripts, and the commands that are built in, still works.
