No. GUI Scripting was introduced as beta technology around the 10.2.3
timeframe, but it required downloading a special beta version of the System
Events application. When 10.3 was released, Apple yanked the beta.

Officially, therefore, GUI Scripting was introduced as a new feature in
10.3.
