Script properties - are they not saved in OS X (Panther) Folder Actions?

I'm updating some Folder Action scripts that I wrote for a client. The
originals are running on an OS 9 machine, and we need them to work in
Panther. I'm frustrated by what appears to be a new behavior, and I'd
like confirmation and suggestions.

It seems that folder action script running in Panther do not store
properties. In my original scripts, I had a number of properties
(primarily paths to certain folders/files, and some timeout and other
timer numeric values) that, if they were empty or triggered errors, would
display a dialog when the "on adding items to" handler was run. The user
would locate/enter the appropriate files/values, the script would
continue, and, on subsequent runs, no dialog would be displayed.

In Panther, however, nothing gets saved in a property.

Is this a change that was announced/explained? Is there a workaround?
