Just turn off DHCP on your Server. It should then work. DHCP and NetBoot
were separated on 10.3.

How do I get my 10.3 server to look at a different DHCP server rather
than itself? I can't seem to get NetBoot to work, and I'm thinking its
because DHCP is not set up properly. Thanks.
