On the other, it may be a protection feature both so you can't turn it OFF
from outside, and because being able to turn such things on (especially GUI
scripts via enabling Assistive Devices in System Prefs) without explicit
permission of the user could open a huge security hole.

It's no longer annual. It's been almost a year since Panther was released,
and Tiger is not due until the spring. 18 months or so this time. And Apple
have announced it will be slower again after that one.
