make a new file on the desktop.

Understood, but the answer to my question can provide a clue as to where the problem lies.

You're right of course, but the answer was that Filevault was messing with the ability of Finder, and of the addressing system itself, to give correct and consistent answers. So the solution was to turn off Filevault, or as I prefer to think of it, to put it out of its misery.
