I can tell you what I know about the problem. The software is running on
Windows and is written by 1 of 3 corporations. These corporations are
protected constitutionally by claiming to be "persons" and that they have
"rights" including privacy rights which means no outsider can ever examine
their vote counting software.
A perfect example is Chuck Hagel, who founded the first computerized
election machine company named Diebold. He then launched a campaign to have
all of Nebraska's election system replaced with Diebold's machines at
taxpayer expense. He then ran for Senator and won. This is only one example.
