Is there an applescript command that can tell the computer to shut down and
start up after a certain amount of time?
For shut down, see System Events.

For startup, take a look at WakeIn. Its an an example you can download from Apple's developer area. It can set the PMU to boot the computer and then run an application provided auto login is activated.. It turns up in interesting places, like the EyeTV software.
