The "to" parameter requires "a list of string", both for "send mail" and
"send raw mail".

The "send raw mail" command was born to deliver customized email messages
(that is, multipart messages basically). So, you must provide all info to
"send raw mail" except for the message itself ("raw source" parameter),
which can define subject, body (multipart or whatever, where you can include
html, attachments, etc.) and all extra-tags: reply-to, organization,
priority, etc. But "to", "from", "cc", "bcc" and server info (smtp location,
login info, etc.) must be passed directly to "send raw mail" as described in
its dictionary.

It is explained in the "Raw emails samples" dir within "Contributions", and
also commented in the included "Sample Scripts".
