That would be early over-optimism plus standard marketing procedure. One can admire Apple's nobler intentions while still maintaining a healthy skepticism towards their more... ahh, 'enthusiastic' claims. (Alternatively, I've got a bridge in Brooklyn you might be interested in....:p)

Alas, not everyone at Apple HQ is as enlightened as some. But one shouldn't automatically attribute to hostility what can be adequately ascribed to indifference.

Automator != AE != AS. Automator is a GUI-based equivalent to /bin/sh, minus the flow-control stuff. Its connection/relationship to AS is greatly overstated. For ideas on how it might develop, study the evolution of the various unix shells and go read up on visually-oriented end-user programming.

Who knows? Finding a successful market for a brand new product is always going to be a bit of a crapshoot. Though if you've identified any specific shortcomings in Automator, consider submitting formal bug reports/feature requests to Apple: the more early adopters enthuse about the product and provide useful feedback that helps improve future iterations, the better chance it has.
