Apple's been moving away from AppleTalk as a protocol for some time now, so
depending on it being in a major new version of the OS is not their fault.
They've said it point blank, that AppleTalk was the past, and TCP/IP is the
future. AFP over IP is supported, and probably will be for some time, but
any kind of connection that depends on AppleTalk is one whose days are
numbered.
