This is not a trivial matter, because of all sorts of oddities in the way
iCal works.  It involves locating the events, creating the events on a new
calendar, and then deleting the old events. It is impossible to perfectly
create the events on a new calendar because some aspects just can't be
scripted (attendees, some aspects of alarms).  Furthermore, there are quirks
in the way event IDs work (not to mention compatibility problems between
Leopard and Tiger) that make it so it is hard to reliably delete the old
events on the old calendar.

I have developeped an application called "Calibrate" under my Wooden Brain
Concepts hat.  (http://www.woodenbrain.com)  It does this and much more, as
well as I believe can be handled by the iCal with its limitations.  Perhaps
it will suit your purpose.
