Because it is in use; it was loaded by Applescript.
That's the usual case.
If you have it in the user's scripting additions folder, log out
and log back in. Otherwise, reboot.
I think he might have to reboot if he's using Mac OS X Server and for
sure if it's located in /Library/ScriptingAdditions.
Maybe the Get Info string was not changed when the product was
updated, or maybe the version number is in memory along with the
scripting addition itself.
The info string is fine. The sure verification check is to open
MetaData.osax/Contents/Info.plist with Property List Editor so as to
make sure the Finder is not using a stale cache of the info.
