Slightly OT: AppleScriptable Graphic Program Suggestions

We have been using Photoshop Elements 3.0 to create presentations from pictures stored in FileMaker.  This has been working well until we upgraded FileMaker to 9 from 6.  Since I am going to have to rework the AppleScript (We were using GUI to access Photoshop Elements since it is not truly AppleScriptable) I thought I would ask if there is a better application.

Things we need to do via AppleScript:

1.  Create new image from clipboard of from jpeg
2.  Add layers to the new image
3.  Save file on server with layers in a format Filemaker will recognize such as .psd

As far as graphic abilities, as long as it can do as much as Photoshop Elements 3.0

Cost, no more than Elements, about 80 a seat.

Any suggests would be greatly appreciated,
