I don't think it has to.
AESendMessage() was previously in ApplicationServices but moved down
to CoreServices in Leopard. OSA.h is still in Carbon though. Look for

I think it would be very useful if AppleScript would connect to the
Window Server only if the target application required it. That way I
could "automate" a non-gui application while I'm logged out of the
console. If there's a way to do this, please let me know. If not, I
ask that Apple please implement that capability.
I'm not exactly sure all that "logged out of the console" entails but
I believe you'll have to snuggle up a little closer to mach ports and
use AEDecodeMessage() to do what you want.
