Hi Jon,
I'd be tempted to have a look at ImageMagick if I was thinking about a
shell solution. There's a bit of a learning curve but you can do some
fairly useful stuff.
If you want to to script an application then I'd suggest a Photoshop -
I've not much experience scripting Photoshop myself but I'd be very
surprised if you couldn't script the addition of some text to an image.
