the Finder does not recognize the change until I've actually copied
the app to another folder and then only the copy shows the icon.
But for the AppleScript portion, if I now open my custom icon
application bundle with Script Editor and then "Save As…" with a
new name, then the custom icon is lost. This is clearly a sin of
omission on Script Editor's part.

I've found my icon problem. I was only using Pic2Icon and then
changing the extension from .tif to .icns.
This worked fine when I copied the icon in the info window of the
icon and pasted it into the info window of an unbundled app.
Using Icon Composer to create the .icns file was the missing step.
They are now appearing in my bundled app after copying the app to
another folder. (10.4.11)
