The Default Unicode Collation Element Table does indeed list "@" before "1",
so it looks like AS is doing the right thing (and, I guess, was arguably
doing the right thing before).

But collations in Unicode are also language dependent, and I presume they
are in AS too, so the whole area needs to be treated with a bit more
caution.
