There ya go. You don't have write access to the folder so the Finder can't create a .DS_Store file there.

But, the 'root' user does have write access ... and doesn't bother to write .DA_Store files in /System/Library/.


The only fix for folders opening at random (confusing) is to use column view for /System/Library/.
