This is in Column View, right? I never use Column View, so I've never
noticed that.
Until yesterday, I have always checked that box and forgotten about it.
Perhaps Apple has also forgotten about it, too, and this explains its
unintended
and undesirable consequences.

Box unchecked..... When you double click on a folder icon within a
folder window, the clicked folder opens in the same window, and the
left most arrow out of the two arrows at the top left of the window
becomes active. Clicking on this arrow takes you back to the first
folder, and the rightmost arrow is now active. Think of this action
as opening a line of windows, with the arrows moving you along the
line.
Box checked......... Double clicking a folder within the window
opens that folder in a new window. If no previous settings are set
for the window, it opens in whatever mode you have the previous
window set at.
