AFAICT, that hasn't been true since at least 10.4, probably earlier.  The OS X versions of cp, mv, etc. preserve metadata, resource forks, etc.
 
I don't know if aliases will be preserved.

Aliases to a mv(1)ved file still find the file, yes.

 
Be aware of the absence of Mac OS X's additional layer of protection, though: There is no Undo, and deleting a file doest put it into the trash, where it could be retrieved.

Does the Finder expose Undo as a scriptable action?  I thought that was purely a UI capability.
