Sure. But if someone is getting billed by the day and starts a project
on Thursday and finishes it on Friday, they'll charge for two days,
not one. And if they get it all done in one day, they'll still charge
for a day, not 0 days.
So it depends on the application. But in general, you always round in
favor of the business.
Inclusive counting has a long tradition - it's the way the Romans
numbered days in their calendar, for instance. It's mostly gone away
since we discovered zero, but it still crops up in some contexts, and
this is one of them.
