I've found the cause of the problem.
If ASE preferences are set to Default Script Editor = Smile.app,
then saving a script as a script bundle will incorrectly result in a folder.
If ASE preferences are set to Default Script Editor = AppleScript Editor.app,
then saving a script as a script bundle will correctly result in a script document with contents.
I think there is a bug here somewhere.
