The file that caused my problem was a 'Unix Executable File'.
A little experimenting revealed that copy/paste of icons via Get Info creates a 'Finder.app Document' file named "Icon^M". If the icon is deleted, this file is not removed but becomes small (0 to 4 KB).
I have reviewed my code, but found nothing that should error due to an Icon file.
