When you scroll by dragging the scroll bar thumb? If you press Option, dragging the thumb will scroll in small increments (it's always done this). You can also Option-Click in the scrollbar track (not in the thumb) to move to exactly that location; if you then continue dragging the mouse/pointer it'll scroll in small increments. I use these in combination to do large-scale scrolling and then fine scrolling around the area of interest (I've done this for years, not as a workaround for the lack of scroll arrows).
