Which said ...

Apple revealed to developers on Thursday that Gatekeeper is available but
disabled in OS X 10.7.3. It informs them that it can be turned on by using the
new OS X system policy control command-line tool "spctl(8)".

Yesterday, I downloaded and installed the new Xcode 4.3 in Lion, including a bunch of additional downloads.
One of these downloads was "command_line_tools_for_xcode_.dmg", but it Failed To Install. I don't know if this included the tool mentioned, above.

Anyone know more?
