That's interesting -- either Apple hasn't upgraded the version of the ICU library they include, or the ICU hasn't updated the library.
But it makes the point that these things can actually change. And when Apple includes a new ICU lib, all those things relying on it -- Satimage, ASObjC Runner, and apps like Mail -- will be fixed at the same time, without any need to change code. And by then, ẞ might even be available in a few fonts ;-)
