It looks to me like you've hit the nail on the head. You'll notice the diff of selection and xattr is exactly the items processed by the droplet.

Just for completeness I deleted the quarantine xattr on my previously posted sample, and all items were subsequently processed by the droplet.
At this point I'm labeling the problem a bug, since drag & drop works properly in other contexts and since the Finder selection is readily available.
I do not find any reference to quarantine or quarantining in the Applescript Release Notes from 10.0—10.6.
