Considering what we spend for an SSD, I'd expect that Xcode should be able to refer to one set of documentation, no matter how many users on one machine have it installed.

This seems like a perfect question for the Xcode users list.

I don't think it's unreasonable to expect a development package with the sophistication of Xcode to not duplicate or triplicate (or, good heavens, quadruplicate) static documentation, regardless of a dearth or abundance of disk space.

For the record, your user directory alone is 50% larger than my entire SSD.  I  keep my music and movie archives on a different drive for that very reason.

On my machine, my user account use 230 Gbytes.
Is it reasonable to have several user accounts dedicated to development on a machine embedding a « modestly sized SSD » ?
