It has NEVER been reliable to modify an application's preference file while the app is running. Any application, not just Mail.
I know. Mail would sometime write a file to an unknown location.
I checked under 10.8.2 the behavior of the different sandboxed applications edited by Apple. All of them store the path to the late PDF saved by Print As Pdf in the preferences file of the driver triggered by the cmd + P command and reuse the container of this file as default folder.
So, I repeat that the last folder used by the Print As Pdf feature is no longer saved by Mail but by the operating system in the preferences file of the driver triggered by the cmd + P command.
I would be interested to know the way the system behave when several printers are connected, assuming that the user switch between these different printers.
