I believe that was true in the early point updates of Lion, Yvan. Largely I suspect to encourage people to keep it hidden.
However, as I recall, that doesn’t happen in Mountain Lion. You can prove me wrong when 10.8.5 comes out later this year (though you’ll have to unhide that library first... :D ).
