You sure? I don’t think anything in the root folder is backed up. Only the Users folder contents is backed up.
Macintosh HD/Library/Scripts/Universal Scripts folder is, AFAIK, a system default
Are you looking in ~/Library/Scripts/Universal Scripts folder
The standard exclusion list is /Library/Preferences/com.apple.TimeMachine.plist, and Universal Scripts isn’t in there.
