The issues are limited to Quark only – Adobe apps work fine. I’ve got a lot of experience with AppleScript on earlier versions of Quark and OS X where I don’t have these symptoms.
The problem is not limited to Script Debugger – the script as an application or run via osascript encounters problems with “<<data”.

It's been many years since I've scripted Quark, so what I say may be worthless at this point. However, back in the day, QuarkXPres kept its own scripting terminology in a separate file and NOT in the application itself. (The rumor was that it would allow users to change scripting commands by switching the terminology file, but I always thought that was a ridiculous idea.) Don't recall, but the terminology file may have gone into Application Support or Scripting Additions.
So, you'll need to determine (1) if that's still true and, if so, (2) that said file is in the proper place.
