Yes – Quark still installs this scripting addition:
/Library/Scripting Additions/QXPScriptingAdditions.osax
Just re-installed Quark 10.2 to be absolutely certain it was in the right spot. Didn’t help.
I suspect that there is a problem with using this Scripting Addition. It’s still listed as version 7.0, which hasn’t changed since probably Quark 7.0. But it is the latest version that installs with Quark 10.2.
The latest version of Quark (10.2) is still a 32 bit application.
My best hope is to see if anyone has ever successfully AppleScripted Quark 10 on 10.9.
But I wouldn’t be surprised if I was the last person in the world even trying.

The issues are limited to Quark only – Adobe apps work fine. I’ve got a lot of experience with AppleScript on earlier versions of Quark and OS X where I don’t have these symptoms.
The problem is not limited to Script Debugger – the script as an application or run via osascript encounters problems with “<<data”.

This may be about as useful as cricket chirps. :-)
It's been many years since I've scripted Quark, so what I say may be worthless at this point. However, back in the day, QuarkXPres kept its own scripting terminology in a separate file and NOT in the application itself. (The rumor was that it would allow
users to change scripting commands by switching the terminology file, but I always thought that was a ridiculous idea.) Don't recall, but the terminology file may have gone into Application Support or Scripting Additions.
So, you'll need to determine (1) if that's still true and, if so, (2) that said file is in the proper place.
