Your frustration is understandable, but let's look at what appears to have happened.
There have been two ways of dealing with mail actions triggered by rules: one uses a script handler that is defined in Mail's script dictionary, and comes complete with a set of parameters. The other has been the use of a handler name that, well, you just have to know, probably from old sample scripts, and involves extracting the arguments from a variable using properties whose names, well, you have to know, or somehow figure out.
You're saying that the former still works, as documented, and the latter no longer works, as... well, as not documented for quite some time.
That's a shame if you've been using the form that no longer works, but it's not the strangest thing to happen in software-land. And importantly, the handler in the dictionary works as advertised.
